What "invented to completion" means here

Honest by design

Affiliation is not finality. "Invented to completion" means design-complete — every open design question is closed by an explicit, recorded decision — never that an unbuilt thing is claimed as built. Every closed decision is tagged "Completed by decision, pending validation." Concept art in this book is design-intent illustration, not a photograph of built hardware.
